Im Saarland etwa und den Stadtstaaten Bremen, Berlin und Hamburg übernimmt der Flächennutzungsplan diese gesetzliche Aufgabe (vgl. § eight Abs. 1 S. three ROG).
Trotz der gesetzlichen Verpflichtung zur Aufstellung von Regionalplänen (§ eight Abs. 1 ROG), muss über die Sinnhaftigkeit und Organisationsstruktur der Regionalplanung nachgedacht werden. Können nicht auch in den anderen Bundesländern die Aufgaben des Regionalplans durch andere Pläne wahrgenommen werden? Das Hauptaugenmerk liegt hierbei auf dem „Regionalen Flächennutzungsplan“. Dabei handelt es sich um ein innovatives Planwerk, welches die vorbereitende kommunale Bauleitplanung mit der Regionalplanung verknüpfen soll. Derzeit arbeiten zwei Regionen in Deutschland an einem solchen Planwerk.
Nachfolgend wird die historische Entwicklung hin zur heutigen Regionalplanung dargestellt; anschließend erfolgt eine Erläuterung des platforms der Raumordnung in Deutschland und der developments einer zukünftigen regionalen Planung. Dabei werden die verschiedenen Handhabungen der Regionalplanung verglichen, zusätzliche (informelle) Instrumente aufgezeigt und Alternativen vorgestellt.
